TERRI COFER BEIRNE
Terri Beirne

Terri is a member of our Government Relations practice, tracking governmental activity for Virginia wine, health care and trade association clients. Her extensive experience includes more than 20 years of building relationships with the Virginia General Assembly, the executive branch, state regulatory and permitting agencies, the State Corporation Commission and local elected officials.

In December 2007, Terri was recognized by Virginia Business magazine as one of the "Legal Elite" in the Legislative/Regulatory/Administrative Law category. Also in 2007, Governor Kaine appointed Terri to the Board of Visitors of George Mason University, her term on the Virginia Land Conservation Foundation having recently concluded. Terri was honored to be selected by the Chesterfield County Board of Supervisors to represent the Midlothian District on the Board in Fall 2006. She now serves on the Chesterfield County Economic Development Authority.

As an adjunct professor at the University of Virginia and Piedmont Virginia Community College, Terri teaches Virginia wine law to the industry and consumers. She is also on the Editorial Board of the Virginia Alcoholic Beverage Control (ABC) Board "Licensee" Newsletter. As a member of the League of Women Voters, she has registered hundreds of voters and organized local, state and Congressional debates.

Terri has chaired the Virginia Public Access Project, making political campaign data available on the internet. While a law clerk with the State Corporation Commission in 1998, Terri researched energy, telecommunications and insurance issues. She was a 1997 Fellow in the Sorensen Institute for Political Leadership at University of Virginia. Before attending law school, Terri represented a statewide network of more than 100 conservation and historic preservation groups. In addition, as legislative liaison for the Richmond Regional Planning District Commission, she worked with local governing bodies and administrators from nine localities on transportation and land use issues. In prior General Assembly Sessions, she served as a Governor's Intern and as Legislative Aide to the Chair of the House Appropriations Committee.
